Homer was the third born of Jonathan and Elizabeth (Baker) Pelton. Jonathan and Elizabeth started their family in Saybrook, Middlesex, CT. Research indicates they were living in New Hartford, Litchfield, CT in 1793. They moved to Oneida County, NY in 1798. Their sixth child, Elizabeth, was first born in New York State in 1798.

It appears very likely Homer was born in either Saybrook or New Hartford. In 1850 Census he states he was born in "Con" and Mary was born in "Vt'."
