He was born in Pamplona, Cagayan province on the north coast of Luzon Island, Philippines.

He was the only son of Domingo Garcia and Sinforosa Manalo. His father was of Ibanag heritage.

He had two sisters, Dionisia Manalo Garcia and Isabel Manalo Garcia. His brother-in-law Pedro Bilas had first married his sister Dionisia, then after the death of Dionisia Manalo Garcia Bilas, Pedro Bilas married the other sister, Isabel.

Eugenio Garcia was a handsome young man, and he was working on a road crew in the nearby village of Claveria, Cagayan when he caught the eye of a slightly older, unmarried heiress named Dionisia de Leon. He had previously worked as an office clerk for her mother.

He courted her the traditional way, with guitar serenade under her window, and they were married in Claveria on May 8, 1933.

In time, they raised six children: four girls and two boys.

They were separated for many years, and would probably have divorced if divorce was a legal option in the Philippines.

Late in life, they reconciled, and they were together for a couple of years at the time of Dionisia's death in 1978.

He lived in the family home in Claveria for many more years before his death in 1990.
