Harvey Overton Wooley, the youngest of the ten children of Joseph Allen and Mattie Estelle Roberts Wooley was born in Bay City, Matagorda County, Texas. He was the only one of his siblings born outside of Harris County, Texas.

Harvey and his brothers Carl, Claude and Ben Wooley lived in Waller, Texas with their parents, Joseph Allen and Mattie Estelle Wooley in 1946. Harvey started in the 4th Grade in Waller Elementary in 1946 and continued through Jr. High and Waller High School. He graduated in 1954. Harvey was involved in the school's basketball team and the band.

Harvey served his country with 2 years in the United States Airforce and 2 years in the United States Navy.. Harvey was stationed at Elmendorf AFB in Anchorage, Alaska and was involved in the Vietnam War where he was stationed on a ship.

Harvey married Iris (Richey) Wooley, born 7/26/1938.

Harvey married Frances Tousek Wooley in Washington County, Texas on Dec. 29, 1990.

According to his obituary, Harvey was a self employed welder for HOWCO, a company which he owned in Houston, Texas. Family states that HOWCO stood for the Harvey Overton Wooley Company. Harvey's address in his obituary was given as Route 1, Chappel Hill, Texas.

Harvey died at the age of 57 in Brenham, Washington County, Texas, and is buried in St. Stanislas Catholic Cemetery in Chappel Hill, Texas.
