President of Panama. Born Guillermo David Endara Galimany, he served as president of Panama from 1989 to 1994. He received his education in Argentina, the United States and the University of Panama Law School. Living in exile following the political overthrow of Arnulfo Arias Madrid in 1941, he returned to Panama in 1963 to practice law, serving two term in the Panamanian National Assembly. In 1968 he served briefly as minister of planning and economic policy, following a short return to power by Arnulfo Madrid in October. He defeated Carlos Duque in the 1989 election for president despite voter fraud, but was denied office by military dictator Manuel Noriega. He was sworn into office following the U.S. backed invasion of Panama and the subsequent arrest of Noriega in December 1989. During his presidency he was credited with re-establishing stability in the banking system, reducing national unemployment and attempting to confront drug trafficking and violent crime within the country. He died at his home from a heart attack.
