Known as the "Butterfly Man," he murdered a 15-year-old girl named Maggie Mae Giffin in Shreveport in 1934, was tried, and executed. He was the last person legally executed by hanging in Caddo Parish, La. He was part of a crowd in Georgia that in 1915 had lynched Leo Frank in connection with the similar killing of a girl named Mary Phagan. Some writers have speculated that Napier was Phagan's killer as well. He also used the name "Fred Lockhart" and this is how he was largely referred to in the papers of the day. The state of Louisiana has death certificates with both names. The Shreveport city sexton's record uses the Napier ID.

Napier lies in an unmarked grave in Shreveport's Greenwood Cemetery. The burial index shows him to have burial ID 20370 and single burial number 310. The superintendent who buried him was Stephenson, and the burial fee was $2.50.
