James served as a Seaman Second Class, U.S.S. Hutchins (DD-476), U.S. Navy during World War II.

He resided in Boston, Massachusetts prior to the war. He enlisted in the Navy on October 14, 1942 in Boston, Massachusetts.

The Hutchins, while testing her guns off Hawaii, had an electrical failure that caused one of her guns to fire into one of the stacks, killing 10 men and wounding twenty.

James died in the "Line Of Duty" in this accident during the war.

He was originally interred Halawa Naval Cemetery, Oahu, Hawaii and was later re-interred here on January 28, 1949.
