Arthur was born in Kansas City, Missouri, the son of Arthur Joseph Bux and Beatrice Phipps. He married Anna Laura Jones in Jackson county, Missouri on 20 May 1947. Arthur and Anna had three children.

His actions on all these occasions reflect the highest credit upon himself and the Armed Forces of the United States.
