Thomas Leonard Hartley was born November 3, 1839 in Henry County, Indiana, son of Elisha and Sarah (Emerson) Hartley. His parents moved in the spring of 1828 from Virginia to Henry County, Indiana, where Elisha Hartley built a log cabin near the town of Luray.

Thomas L. Hartley attended public schools until he was twenty-one years old. He worked a short time on the home farm. He enlisted September 1861 in the Second Indiana Cavalry. On expiration of his term of enlistment, he joined the Forty-first Regiment Indiana Volunteer Cavalry, Company D. He was wounded in the battle of Newman, Georgia, captured and taken to the Andersonville prison for six months. One account states that he was not mustered out of service until 1865, although his term of service expired October 4, 1864. Upon discharge from the Army he returned home, farmed and later also raised live stock.

Thomas kept his membership in the Grand Army of the Republic at New Castle, Indiana.

Thomas married Clamenza A. Patterson, January 1, 1868. She was the daughter of Amaziah B. and Lydia H. (Regester) Patterson. Thomas and his wife were members of the Methodist Protestant church at Luray.
