In 1878 he resumed his legal studies and attained admission to the bar. He practiced law while working as a newspaper editor, authored two books, and became active in politics as a Republican. In 1884 he was elected to the US House, and he from 1885 to 1891. In 1894 he was elected Indiana Secretary of State, and he served from 1895 to 1899. After leaving office he became involved in the promotion of coffee and rubber plantations in Mexico. In 1905 his business partner and he were accused of fraud and theft. The partner went to prison, but Owen fled the country to escape prosecution. Residents of Indiana later reported seeing him in several foreign countries, but none of the purported sightings led to an arrest. In 1909 a man arrested in Georgia was accused of being Owen, but this was later determined to be a case of mistaken identity. What happened to Owen after 1906 is not known, and his death date and location as well as his burial location are unknown.
