Herbert McLaughlin was born in Adams County, Pennsylvania, the son of Robert & Anna Francis "Fannie" (Ingram) McLaughlin. He never married. In 1860, he was a laborer living in Fairfield, Hamiltonban Township, Adams County, and stood 5' 10" tall and had light hair and light eyes.

A Civil War veteran, he first enlisted in Adams County October 16, 1862, as a substitute for Henry Linepeter, mustering into federal service November 5 as a private with Co. C, 165th Pennsylvania Infantry (aka, "Drafted Militia"), and overstating his age by four years. He was honorably discharged with his company on July 28, 1863. He then volunteered in Emmitsburg, Frederick County, Maryland, September 16, 1863, (giving his correct age) and mustered into federal service at Baltimore as a private with Co. I, 3rd Maryland Cavalry. On October 10, 1863, while on duty in or around Gettysburg, he was arrested by civilian authorities for "seducing some girl" and confined to the Adams County Jail, remaining there until returning to duty c. June 1864. Promoted to corporal February 15, 1865, but died May 30, 1865, of smallpox at an army hospital in New Orleans, Louisiana.

Three of his brothers - William L. (209th Pa), Ezra Blythe (165th Pa), and John Calvin (15th Pa Cav) were Civil War veterans.
