Clement was the last son of Agatha (Merritt) and Clement Bates. The first son, also named Clement (Jr.), died 2 years and 3 months (about 22 years old) before this Clement was born. Other siblings were: James, Seth, Thomas (died at 4 days old), Thomas, Joshua, Paul (died before 2 years old), Gamaliel, Nabby, Betsey (died when less than 2 years old) and Betsey.
He was a soldier in the Revolutionary War. He lived in various places, including Dorchester Heights and on Cross street in the house in which Hiram Studley later resided, in Hanover, MA.
He married Rebecca (Rebekah, Rebeckah) Stetson December 25, 1785. They had 6 children: Thomas Merit, Hira, Joshua, Lucy, Nabby and Priscilla.
