US Congressman. He attended Indiana's Vincennes University and was a United States Army pilot during the First World War. After the war he entered the real estate and oil businesses in Texas and became active in local politics as a member of the Pecos City Council and Pecos Mayor. He was a State Senator from 1933 to 1937, and served as Senate President. Regan returned to the Army for World War II and served as an Intelligence officer, afterwards moving to Midland and resuming his real estate and oil business activities. In 1947 he was the successful Democratic nominee for the United States House of Representatives seat left vacant when Robert Ewing Thomason resigned to become a federal judge. Regan was elected to three full terms and served from August, 1947 to January, 1955. After losing the 1954 Democratic primary to J.T. Rutherford, he returned to his business interests and was also employed as the Washington representative for several Texas railroads.
