James Oscar Garner was the 10th of the 10 children of James Edmond Garner & Willie Ann Reel of Longview, Gregg County, Texas. His father nicknamed him "Shine." He was born on October 18, 1908 in Tatum, Rusk County, Texas. He married first wife Elsie Fay Grammer on February 18, 1929. They had no issue. He married second wife Valero Ford on March 5, 1945. They were the parents of Barbara Jean Garner. Shine died at the age of 74 years, 1 month and 29 days on December 8, 1982 in Blooming Grove, Navarro County, Texas. He was buried in the Younger Cemetery. He was survived by his wife Valero, his daughter Barbara Jean Evans and two granddaughters Julie Ann and Jennifer Lyn Evans.
