U.S. Congressman. He attended Wesleyan College Connecticut, Harvard College and taught in the Wilkes-Barre High School, (1906-10). He then studied law, was admitted to the bar in 1910, practiced law in Luzerne County, Pennsylvania, (1910-20) and engaged in manufacturing, banking and the development of real estate in Wilkes-Barre, Pennsylvania. He was a member of the committee of public safety of the State and county in 1918, served six years as a member of the commission to revise the penal code of Pennsylvania and chairman of the Republican county committee of Luzerne County, (1915-17). In 1921, he was elected as a Republican to the Sixty-seventh Congress, serving until 1923. An unsuccessful candidate for reelection, he was appointed judge of the court of common pleas of Luzerne County, Pennsylvania, serving (1925-37).
