Major General Blanton C. Winship was a military lawyer and veteran of both the Spanish-American War and World War I. During his long career, he served both as Judge Advocate General of the United States Army and as the Governor of Puerto Rico. He was a Georgia native and graduated from Mercer University's Law School. He commanded two infantry regiments while also serving as Judge Advocate of the First Army. He received the Distingushed Service Cross and Silver Star medal. He was appointed by President Franklin D. Roosevelt as military governor of Puerto Rico from 1934 to 1939. During World War II, Winship returned to active duty. He retired again in 1944. At 75, he was at that time the oldest Army officer on active duty.
