William King Phelps was born in Abington, VA, the second of nine children born to Aquilla Phelps and and Sarah Sallie Dye Hickey Phelps. The family moved to Kentucky before William was five. In 1894, William married Zora Alice Webb, the daughter of Wm J Webb and Margaret Jane Honeycutt. Nine children were born to this union.

After the birth of their fifth child, Ottis William, the Phelps family moved to Elk City, Beckham County, Oklahoma, where they farmed land that had only been open for settlement for about 10 years. A few years after their move, they were joined by more of their family when William's brother Adolphus, who was married to Zora's sister, Laura, also moved to Elk City.

William King died in Elk City, OK, and was buried in the Pixlee-Thomson Cemetery just outside of the city limits, and just over the Beckham County line. A few years after his death, his widow Zora and their younger children still at home moved to California where several of their extended family members had already relocated.
