Miley, son of Thomas Mounterville and Elsie Vernon Snow Woodard, was born in Jones County, Texas, seventh of nine children. He married Frances Emmerline Sansing, October 5, 1929, in Clovis, New Mexico. They had three children, Mary Fern who died an infant, Kenneth Ray, and Charolette Ann.

Miley was married for a brief time to Mary Katherine Alley in Clovis, New Mexico. The marriage began October 15, 1932, and ended September 5, 1933. There were no children and Miley remarried his first wife, Frances.

A Lubbock resident since 1919, he owned and operated Quality Steam Laundry for 24 years. He was a member of Monterey Baptist Church, was a Mason, a Shriner, member of the South Plains Shrine Club, and participated in the Lubbock Laundry and Dry Cleaning Association.
