Union Civil War Veteran. Born at the French Quarter in New Orleans, Louisiana, he moved to Cincinnati, Ohio with his family in 1851 when he was a child. He attended Hughes High School. During the Civil War, he volunteered to serve in the Union Army and enlisted for one hundred days' service with the 137th Ohio National Guard Infantry in 1864. He was mustered into Company F as a Private and served with his regiment at guard posts and garrison duties in Washington D.C. and Baltimore, Maryland. He returned to Cincinnati after the war and later died there at his residence in Walnut Hills in 1910 when he was 68 years old. Two of his brothers also served in the Civil War. Lucien and Eugene Wulsin both served with the 4th Ohio Volunteer Cavalry. Eugene died as a prisoner of war at Andersonville in 1864.
