Eugene Cassitt Haynes, Lawyer, known as Colonel E.C. Haynes, was the son of Cyrus Haynes and Mahala Smith, of Scottish descent. In 1852 he moved to his fathers home in Appanoose County, Iowa. He attended the Troy, Iowa College. On September 7, 1870 he married Elma Mourning Felkner and they had nine children, including Glenn C. Haynes who was elected as Iowa State Auditor in 1920, serving two terms. When the Civil War broke out he enlisted in the state military service and his company afterwards became Company D, Sixth Iowa Infantry serving until July 1865, entering as a private and discharged as First Lieutenant. He was wounded and lost an arm at Atlanta in 1864. After the war he took a course in the Birmingham, Iowa College and then attended law school at Iowa State University. He was admitted to the bar in 1868 and entered a law practice in Centerville with William F. Vermilion until 1880 when he then associated himself with Andrew Jackson Baker, former Attorney General of Missouri and later Attorney General of Iowa. He was a Republican. In 1868 he was elected Appanoose County Recorder, serving two terms. He was elected as Centerville Mayor serving four terms, 1866; 1870 - 1871; 1887 - 1888; 1888 - 1889. He served as Chief Clerk of the Iowa House of Representatives in the 19th Iowa General Assembly in 1882. in 1884 he was appointed Centerville Postmaster by President Arthur, and held the position under each Republican administration until the Wilson administration. In November 1922 Haynes Avenue in Centerville, Iowa was named in his honor.
