Thomas Slater Smith was born in Mississippi to Thomas B. and Elizabeth Slater Smith. He graduated from Emory and Henry College in Washington County, Virginia, in 1877. He then enrolled at the University of Virginia and received his law degree in 1878.
He began his law practice in Tupelo, Mississippi, and became the mayor of that community. He married Alice Markham in September, 1880.
In 1884, Thomas and Alice moved to Hill County, Texas. Thomas became the Hill County Attorney and served two terms. In 1888 he was named to the State Democratic Committee for the 21st Senatorial District. He was a Representative in the state legislature from 1893 to 1895, and served as a presidential elector from Texas in 1896.
In 1898 he was elected Attorney General of Texas, and also re-elected two years later. It was during this second term that he died on March 15, 1901.
