Although generally reported to have been born in Perry County, Pennsylvania, a daughter's death certificate claims Lewistown, Mifflin County. The son of Francis West & Sarah (McClain) Kinsloe, he married Susannah Elizabeth Titzel July 12, 1858, in Mexico, Juniata County, Pennsylvania, and fathered Thomas West (b. 03/13/61), Samuel Edmund Burke (b. 05/19/62), and Anna Margaret (b. 08/05/64 - married a Cooper). The 1860 census has him as a dry goods clerk living in Carlisle, Cumberland County, but Elizabeth is not found anywhere in that census.

A Civil War veteran, he enlisted and mustered into federal service at Harrisburg September 10, 1864, as a private with Co. E, 208th Pennsylvania Infantry. Wounded on April 2, 1865, during the final assault on the Confederate works outside Petersburg, Virginia, he succumbed to those injuries at Carver U.S. Hospital in Washington DC.

The widowed Elizabeth married William Hartman Hall ca. 1867.

At Carver Hospital, Washington D.C., on Tuesday, the 25th [24th per his military records] ult. E.B.P. Kinsloe, aged 40 years, 4 months, and 21 days, passed away.
The deceased was a member of Co. E, 208th Pennsylvania Volunteer Regiment, and was wounded on the 2nd of April. in the battle of Petersburg. He was a faithful soldier, ever found at his post, and cheerfully sacrificed all even his life for the cause of his country. Respected esteemed and loved as a citizen and soldier, his loss will be deeply felt by his old associates on the field and at home.

His death was calm and peaceful and happy. With him to live was Christ--to die eternal gain. Sweetly he fell asleep in the arms of the Saviour. He leaves a wife and three children to mourn his loss. He was interred in the burial ground at Loysville, on Sunday the 30th ult. Thus passed away another of Pennsylvania's noble sons. "He has slept his last sleep, he has fought his last battle," and awaits the trump of God, when soul and body shall be reunited in Heaven.
