19th Governor of Arkansas. He served in this position for two terms, from January 1897 until January 1901. The son of a doctor and a former member of the Congress of the Republic of Texas, he grew up on a large plantation in Washington, Arkansas. He attended Washington Academy there and later studied law. When the American Civil War broke out in April 1861, he enlisted in the Confederate States Army and attained the rank of colonel of the 20th Arkansas Infantry Regiment. Following the war, he was elected as prosecuting attorney of the Ninth Judicial District and held other political posts, including a term in the Arkansas House of Representatives. In 1896 he was elected to his first term as Arkansas's governor, succeeding James Paul Clarke, followed by a second term two years later. During his tenure, funding was made for the new state capitol building, and a law ordering uniform textbooks in schools was passed. At the end of his second term, he returned to his law practice.
