Delphia was the daughter of Smith & Nettie McCleary Ferrell and the widow of Bernie Blackburn Adkins. In addition to her parents and husband, she was preceded in death by three sons: Charles Eugene, Kenneth Darrell and James Douglas Adkins; three grandchildren: James Allen, Margaret Ann, and Kimberly Beth Adkins; and two great-grandchildren. She was survived by two daughters, Delores & Freda Adkins, both of East Liverpool, Ohio; four sons, Harold, Ralph & Robert Adkins of Sias, WV and Donald Adkins of Hamlin, WV; nineteen grandchildren, 29 great-grandchildren, and 4 great-great grandchildren.
