Born in Maryland, Thomas came to St. Louis and opened the city's first bank. During the Civil War, Thomas held a number of civil appointments while the city was under martial law. In 1864, he was elected mayor to complete the term of Chauncey Filley. One of Mayor Thomas' greatest interests was the development of Tower Grove Park.
