She was born September 2, 1919 in Adams County, the daughter of the late Elmer B. and Altoona Maude (Steinour) Fissel.
Mrs. Shriver graduated from Gettysburg High School in 1936 and was salutatorian of her graduating class. She retired as a legal secretary in 1974 from the law offices of Donald P. McPherson, Jr. and Eugene R. Hartman, both of Gettysburg after 24 years. Prior to that, she worked for John H. Basehore, Gettysburg; the U.S. Navy Dept., Washington, D.C.; the Pennsylvania Dept. of Highways, Gettysburg and for her husband, Harry E. Baker, District Magistrate, Straban Township., Adams County until his death in 1972.
A member of Elias Lutheran Church, Emmitsburg, MD, she served on the church council and was a lay reader for 27 years. She was a member and past president of the Women of the ELCA where she served on the Altar Care Committee. Mrs. Shriver was a member and past Matron of Chapter #392, Order of the Eastern Star, Gettysburg and a life member of the Gettysburg YWCA. She was a member of the Order of the White Shrine of Jerusalem, Samaria Shrine #43 and member and past President and Secretary of the Silver Fancy Garden Club of Emmitsburg and Taneytown, MD.
Mrs. Shriver was past President of the Gettysburg High School Alumni Association and served as secretary of the church council of St. James Lutheran Church, Gettysburg, also serving as Sunday school teacher and was secretary of the Sunday school board. She served as Judge of Elections and Auditor for Straban Township; vice-chairperson of the Adams County Republican Committee and was Judge of Elections, Emmitsburg District, Frederick County, MD.
She was a 25 year member of the Girl Scouts of America where she received the Thanks Badge, served as troop leader in Gettysburg for eight years and was a delegate to Penn Laurel Girl Scout Council. Her troop developed the Gettysburg Battlefield Badge and received national awards.
Mrs. Shriver is survived by her daughter, Bonita B. Baltzley, Gettysburg; step-sons, Ernest Shriver, Fairfield, PA and Norman J. Shriver, Jr., Emmitsburg, MD; sister, Joyce E. Rothermel, Bellefonte, PA; brother, Guy W. Fissel, State College, PA; four step-grandchildren; 4 step-great grandchildren and numerous nieces and nephews.
She was preceded in death by her son, Robert E. Baker, daughter, Patricia E. Baker, brothers, Jesse, George and Elsworth Blair Fissel and sister, Bess Munson.
Following a memorial service at with Rev. Michael E. Allwein officiating, burial will follow in Fairview Cemetery, Arendtsville
