US Congressman. He was a successful insurance businessman and served as Marshal of the City of New York from 1923 to 1938. In 1939 he was elected as a Democrat to the Seventy-sixth and Seventy-seventh Congresses, serving until 1943. Not a candidate for re-nomination, he resumed the insurance business. He was killed in an airplane accident at the Washington National Airport.
