The son of John Adam & Susannah (Romberger) Klinger, in 1860 he was a laborer and miller living with his family in Upper Paxton Township, Dauphin County, Pennsylvania. He stood 5' 5" tall and had light hair and gray eyes.

A Civil War veteran, he enlisted in Perry County May 4, 1861, and mustered into federal service at Washington DC July 27 as a private with Co. B, 7th Pennsylvania Reserves (36th Pennsylvania Infantry). He re-enlisted as a Veteran Volunteer November 10, 1863, in Washington DC. and promoted to musician, date unknown. On May 31, 1864, the Pennsylvania Reserve Corps ceased to exist, and he transferred to Co. I, 190th Pennsylvania Infantry, to complete his term of service, honorably discharging with his company June 28, 1865.

He married Mary Amanda Rusho October 18, 1863, in Pennsylvania, but children, if any, are unknown. Mary Amanda's status is unknown, but he married Mary Magdalene Fauver and fathered John A. (b. ?). Mary Magdalene's status is unknown, but he married German-born Ella Coulson in Michigan, fathering Elma Minne with the last name of "Rumberger" (b. 11/21/93 - married Stanley Oliver King). He died in the state soldiers' home at Grand Rapids, Michigan. The family is in the 1860 census as "Glinger."
