A memorial service for the actor Orrin Reiley will be held at 3 P.M. next Monday at the Plymouth Theater, 236 West 45th Street. Mr. Reiley, whose stage appearances included ''Applause'' and ''Dear World,'' was seen most recently in the revival last year of ''You Can't Take It With You.'' He died Sept. 24. The service will include recollections by his friends and colleagues.
