US Congressman. A member of the Democratic Party, he served Ohio's 21st (1969 to 1993) and 11th (1993 to 1999) Congressional Districts in the United States House of Representatives. He became the first African American from the State of Ohio to serve in the United States House of Representatives. His father who worked at a laundromat died at a very early age leaving Louis' mother to raise him and his younger brother Carl. During World War II, he served with the United States Army and following his return home, he enrolled at the Cleveland Marshall Law School from where he attained his degree. During his tenure in Congress, he championed efforts for federal funding towards minority causes and was among one of the early supporters to form the Black Congressional Caucus. In addition, he served on or chaired several Congressional committees during the course of his career. His brother Carl Stokes served as the first African American of a major American city (Cleveland, Ohio). He died from cancer.
