Cicero was the youngest child of Peter B Alston (abt.1793-bef.1860) and Martha H King (abt.1799-aft 1880). By 1840 the family had moved to Stewart County, AL and by 1850 were living in Chambers County, AL.

Cicero served in Companies G & E of the 37th Alabama CSA, having enlisted March 10, 1862 at Auburn. He was at the surrender at Vicksburg, MS on July 9, 1863 and was paroled May 1, 1865 at the surrender at Greensboro, NC. Cicero returned to Chambers County, AL and married Martha A "Mattie" Messer about 1870. They had 9 children:

By 1880 Cicero's family was in Smith County, TX, then in Wood County by 1900 and there Cicero had a black smith shop in Quitman. In the late 1920s, Cicero made his final move to Sweetwater, Nolan, TX.
