Most Rev. Carter was Coadjutor Bishop of the Sault Ste. Marie, Ontario Diocese from December 10, 1956 to November 22, 1958, being elevated to Bishop on the latter date upon the death of Bishop Ralph Hubert Dignan (b.12-09-1890), serving in that position until May 3, 1985. He was also President of the Canadian Conference of Catholic Bishops from 1967 to 1970, and became an Officer of the Order of Canada in 1989. He is the brother of Cardinal Gersld Emmett Carter (Memorial #8518541), and has 2 sisters who were nuns.
