Herman was the son of Addison and Demaris Coleman Penn. He was the eldest of 7 siblings.
Herman enlisted with the Marines while still in high school. Feeling eager to begin his Marine career, the day after he graduated from George Washington Carver High School he left for boot camp. In high school, he enjoyed sports, particularly basketball and track.
When he wrote home, he would write why fighting in the war was so important to him.
He assigned to Bravo Company, 3rd Recon Battalion, 3rd Marine Division. Herman was shot in the chest while in a battle near Chu Lai, South Vietnam and was just shy of his 19th birthday.
