Franklin was born in Marshall Hall, Charles County, Maryland to Thomas Albert Monroe. He was a brother to Thomas Nathaniel and William Edgar Monroe. Frank came to Washington, D.C. when he was 21. In 1889 he joined the police force and drove the horse-drawn police ambulance until 1905. In that year he was transferred to the Harbor Police, where he served as desk sergeant for many years. He retired in 1920. He married Violet Melton on April 20, 1898 in Washington, D.C. Born to this union: Thomas A., Ruth, Frances and Oakley. Frank died in a nursing home.Franklin Monroe was a member of the Metropolitan Police Department, from 1889 until his retirement as a Desk Sergeant in 1920. He was survived by his wife, Violet Melton Monroe of 4111 22nd Street NE, Thomas A. Monroe, Vice President of United States Lines, of London, England; two daughters, Mrs. Ruth M. Hicks, Mount Rainier, Maryland and Mrs. William De Haan, Washington, DC, and a sister, Mrs. Sophie Roderick, Charles County Maryland.
