Mauro was born in Washington City, the youngest of nine children. After graduating from Kemper College in St. Louis, he studied law in the office of Todd & Krum and was admitted to the bar in 1850. He became a city attorney in 1852, a circuit attorney in 1856 and a city counselor in 1861. In 1866 he was appointed United States district attorney, but not confirmed by the United States Senate because he sympathized with the South. He was considered generous and honest. Born March 28, 1827 in Washington, D.C. to Philip Mauro (1780-1858) and Elizabeth Ann (Ott) Mauro (1783-1867). Married April 3, 1856 to Charlotte Emmeline (Davis). Brom this union was born Lewis Johnson, Philip, Mary Matilda and Anna Duport Mauro. In 1868 he married Julia (Randolph) in St Louis, Missouri. From this union was born Fannie Randolph and Harry Mauro.
