Leonard Waller Stephens was the second of six children born to John F. and Elizabeth Wardlaw Stephens. The parents were born in South Carolina and Alabama, in 1813 and 1820, and died in Covington, Ky. and Coushatta, La., in 1883 and 1882, respectively.
The family came to Louisiana in 1848, where young Leonard attended school at Shasta until age 16. He then spent two years at Mt. Lebanon University. In January of 1865, he joined the Sparta Guards and served till the end of the war. After the war, he worked as a dry goods clerk at Sparta, La. He came to Coushatta in 1868, and the following year operated a mercantile business at Lake Village until 1883. He then returned to Coushatta, bringing his mercantile business there.
In July 1889, he was elected president of the police jury. He was a member of Silent Brotherhood Lodge No. 146, A.F. & A. M. of Coushatta.
He married his wife, Miss Sarah M. Sweat, in 1869, the wife having been born in South Carolina, March 23, 1847. The marriage produced the following children; Lawrence P., Benjamin S., John F., Harry T., Thomas P., and Lizzie.
