Jessie was one of three daughters of William and Delia Crites Foxwell, and was born in Columbus, Platte, Nebraska. She married Thomas E. "Eddie" Phillips on Christmas Day, 1907, at her sister's home in Des Moines, IA. They moved to western Nebraska, living in Harrison and Chadron for most of their married lives. They moved to Wisconsin for a few years, then to Florida for a few more years, and finally to Lincoln, NE where they lived until Eddie's death. Jessie then went to live with her daughter's family in Kansas City, where she died. She was brought to Lincoln to lie beside her husband.
