Chinese name: Ng (family name) Mooie Chun (personal name, "Precious Plum"). She also used the personal name, Shuet Mooie ("Snow Plum"), which she chose for herself. Mooie was her mother's name as well.

Ruth was the tenth and youngest child of Ng Hon Kim and Chun Mooie, immigrants from China, and raised on the family farm in Bakersfield. As a young woman, she moved to Los Angeles, where she attended Chapman College and UCLA. She worked as a waitress at the Dragon's Den Restaurant in Chinatown and as a secretary for immigration lawyer Y.C. Hong, the first Chinese to be admitted to the California Bar.

While working at the Dragon's Den, Ruth met artist Tyrus Wong. They married on June 27, 1937, in Bakersfield. Ruth was instrumental in her husband's career, offering advice and constant support. They had three daughters: Kay, Tai-Ling, and Kim. Ruth was an energetic and attentive mother, who made sure that her daughters always had plenty of creative projects, an appreciation of culture and the arts, and a sense of independence.

She was also involved in church activities and a number of other organizations, including the Chinese Women's Club and the Southern California Chinese Historical Society. In her later years, she became a licensed acupressure practitioner.
