He was born on May 21, 1923, in Chisholm, the son of Mike and Edna (Jacobson) Seopa. He grew up and lived in Togo most of his life. He was in the Army Air Force during World War II, serving in the Asiatic-Pacific Theater of Operations. He was employed in construction for many years, and after retirement, he enjoyed gardening and hunting. He had resided at the Minnesota Veterans Home in Silver Bay for the past five years. He was a member of the VFW and the American Legion posts in Virginia.
Survivors include three brothers: Roy Seopa, Richard Seopa, and Glen (Meg Fox) Seopa; four sisters, Evelyn (Leon) Sandberg, Elaine (Jim) Hendy, Carolyn (Wally) Fendt, and Gloria (Dave) Thompson; and numerous nieces and nephews.
He was preceded in death by his father, Mike in 1967, his mother, Edna in 1993, and two sisters: Irene Seopa Tammi,and Marion Seopa, who died in infancy.
Burial was in the Carpenter Township Cemetery, in Itasca County.
