Children of Arthur Paul Pain and Nhuong Thi Tran (lived in Ho Chi Minh City, Vietnam):

1. Loi Thi Tran, b. Jan. 1, 1968 in Phan Rang, Vietnam (lives in Troy, Madison Co., Illinois). Loi Tran, her husband, Tam Nguyen, and their two small children, Lexy and Jimmy Nguyen, moved to the United States in 1993. Prior to coming to the United States, Loi requested approval from the American Embassy in Ho Chi Minh City, Vietnam for her and her small family to immigrate to the U.S. based on the fact that Loi's father was an American soldier and U.S. citizen. Loi and her family came to the U.S. through the Amerasian Homecoming Act. The American Homecoming Act or Amerasian Homecoming Act, was an Act of Congress giving preferential immigration status to children in Vietnam born of U.S. fathers. The American Homecoming Act was written in 1987, passed in 1988, and implemented in 1989. The act increased Vietnamese Amerasian immigration to the U.S. because it allowed applicants to establish mixed race identity by appearance alone. Additionally, the American Homecoming Act allowed the Amerasian children and their immediate relatives to receive refugee benefits. About 23,000 Amerasians and 67,000 of their relatives entered the United States under this act. While the American Homecoming Act was the most successful program in moving Vietnamese Amerasian children to the United States, the act was not the first attempt by the U.S. government. Additionally the act experienced flaws and controversies over the refugees it did and did not include since the act only allowed Vietnamese Amerasian children, as opposed to other South East Asian nations in which the United States also had forces in the war. Loi's father, Arthur Paul Pain, b. July 29, 1929, and her mother, Nhuong Tran, b. 1942, conceived Loi during Arthur Pain's 1st deployment to Vietnam during the Vietnam war. Arthur Pain was 37 and Nhuong Tran was 24 at the time of Loi's conception. Prior to coming to the U.S., Loi Tran had only a 3rd grade education from Vietnam. After leaving Vietnam, Loi, her husband, Tam, and their two small children, Lexy and Jimmy Nguyen, went to Manila, Philippines for seven (7) months in order to learn English. After leaving the Philippines, Loi and her family arrived in St. Louis, Missouri as their place of debarkation and new place of residence. Prior to moving to Troy, Illinois, Loi and her family spent 10 years in St. Louis, Missouri.
