Simon joined the service of the United States, for three years, on 26 November 1861 at Delaware, Ohio. Joseph H. VanDeman was organizing Company K for the 66th OVI.
Simon is described in the Regimental Descriptive Book as 18 years of age(He may have lied about his age), 4 foot 10 and 1/2 inches tall with a fair complexion, blue eyes and light hair, and born in Delaware Co, Ohio. He appears on the Company Muster-in Roll at Camp McArthur near Urbana, Ohio on 26 December 1861.
That winter there was a measles epidemic at Camp McArthur and Simon was left behind, along with about 40 others in the camp hospital, when the rest of the regiment "went to war" 17 January 1862. From the Company Muster Rolls it is not clear when Simon was moved back to Delaware, Ohio, as his Returns card for Jan 1862 says he was "Absent sick at Urbana, Champaign Co. O. since Jan. 17/62", for Feb. 1862 "Absent sick at Delaware O. since Jan. 17/", and for Mar. 1862 "Loss Feb. 20 Delaware O. Died." His Casualty Sheet and other documents in his service records at NARA, in Washington, DC, just list his place of death as Delaware, Ohio
Roll of Honor of Ohio Soldiers, vol. 5, p 787 indicates he was buried at Delaware, Delaware County, Ohio.

Drummer boy (Company K, 66th OVI), Pvt. Simon P Rice, lies at rest in the Wanderer's Home section of Oak Grove Cemetery.
