US Congressman, Lawyer. He was a United States Representative from the State of Kentucky. He was born one of three children as Evan Evans Settle in Frankfort, Kentucky, to William Humphrey Settle (1832-1885), and his wife Harriett Evans Settle (1827-1860), on December 1, 1848. His mother later passed away and his father was remarried to a woman named Mary Winifred McCraw Settle (1836-1917), in Louisville, Kentucky, on October 23, 1861, and this union resulted in five half-siblings, four boys and one girl. He was educated locally and attended the common public schools. He then attended and graduated from the prestigious Louisville High School in Louisville, Kentucky, in June of 1864, before studying law, being admitted to the bar in 1870, and commencing his practice of law in Owenton, Kentucky, shortly thereafter. He then entered politics and was elected and served as the Prosecuting Attorney of Owen County, Kentucky, in 1876, 1882, and again from 1886 to 1887, and as a Member of the Kentucky State House of Representatives from 1887 to 1890. He also served as a Delegate to the Democratic National Convention which was held at the St. Louis Exposition and Music Hall in St. Louis, Missouri, from June 5, 1888, to June 7, 1888. He then decided to run for a seat in the United States Congress and was elected to succeed the outgoing United States Representative William Claiborne Owens (1849-1925), on March 4, 1897. A Member of the Democratic Party, he then served Kentucky's 7th District (Fifty-Fifth Congress and Fifty-Sixth Congress), in the United States House of Representatives from March 4, 1897, until his death in office on November 16, 1899. After his death, while still serving in the United States Congress he was succeeded in office by the incoming United States Representative June Ward Gayle (1865-1942), on January 15, 1900. He passed away from a sudden illness that was brought on by exhaustion and overwork in Owenton, Kentucky, on November 16, 1899, at the age of 51. His funeral service was presided over by the Reverend W.E. Mitchell and held at the local Baptist Church in Owenton, Kentucky, and he was buried in New Liberty IOOF Cemetery in New Liberty, Kentucky. He was married to Lizza "Lizzie" Rhett Herndon Settle (1855-1940), in Owenton, Kentucky, on October 20, 1875, with whom he had six children, Mary Settle Caldwell (1876-1926), Margaret F. Settle Cunningham (1879-1977), Evan Evans Settle Jr. (1881-1952), Eunice Settle Spiegel (1882-1923), Horace H. Settle (1889-1967), and Harriet Clay Settle (1892-1984).
