Cicero grew up in Wayne County, Kentucky. As a young man he was restless and moved his family around. He tried farming in Flint, Texas, worked in a railroad shop in Urbana, Illinois, ran a general store in Somerset, Kentucky, farmed in Kentucky, Oklahoma and Kansas before finally settling in Giltner, Nebraska.
He first married Mittie Ramsey, they had 3 sons and 1 daughter. Mittie, the daughter and infant son died of Malaria in 1900 in Flint, Texas. Cicero then married widow Allie Vickrey, who had 1 son. Cicero & Allie had 4 sons. Cicero suffered a stroke five years prior to his death. He was survived by his wife and 6 sons and 1 step-son. His obituary described him as a "kind husband father and friend. The needs of his neighbor and friends were ever his dear concern. His kind and gentle manner made him a peacemaker."
