Memorial site. Meeting him in Paris in 1777, Benjamin Franklin and Silas Deane saw von Steuben as valuable to the Continental American army. He reported to General George Washington at Valley Forge, Pennsylvania, on February 23, 1778. Washington assigned him the task of training the troops. Von Steuben, appalled by what he observed at Valley Forge, began the training, insisting that officers drill with their men. He developed his own manual of arms and drill for Washington's men. Training began with a group of 100. When these men mastered the drill, he had them teach others. Soon he was drilling large masses of entire regiments and brigades. He insisted that every watch be synchronized with the headquarters' clock. Washington appointed von Steuben Inspector General, with the rank of major general. Von Steuben wrote "Regulation for the Order of Discipline of the Troops of the United States" (1780). It became the army's standard drill manual.
