U.S. Diplomat. Born in Greencastle, Indiana, during World War I, he served as a First Lieutenant in the American Expeditionary Force, US Army. After the war, he enter the Foreign Service, was posted to the U.S. Embassy in Denmark and was given the assignment as United States Ambassador to Panama, serving (1948-46). In 1951, he was assigned as the U.S. Ambassador to Israel and served until his sudden death at age 60 at the US Embassy in Tel Aviv, Israel.

Monnett was a brother of the Kansas Alpha chapter of Sigma Phi Epsilon Fraternity at Baker University.
