Son of John Righter and Sarah Bigler. Peter married Mary Franklin on May 27, 1826 in Harrison Co., WV.

After the outbreak of civil war, Peter was a well-known Secessionist. He was reported to the military authorities and on June 21, 1861. Capt. Cable of Co. I, 20th Ohio, along with his men approached the Righter home. The troops were fired upon, killing 1 and wounding 3 or 4 more. They retreated to Shinnston and after reinforcements were called in, the next day again approached the Righter home. This time they found the home deserted. The home and barns were burned and all the horses taken to Mannington.
