U.S. Congressman. He was the son of Zephaniah Beall and Keziah Offutt. He married Rebecca Johnson in 1793. He served as a Colonel and Battalion Quartermaster under General Wayne in the Northwest Indian War, (1792 to 1793). Moving to New Lisbon, Ohio, in 1803, he was commissioned Brigadier General of the 2nd Brigade, Ohio U.S. Volunteers and served in the War of 1812. After the war, he was elected as to the Thirteenth Congress to fill the vacancy caused by the death of John S. Edwards, serving (1813 to 1814). Not seeking reelection, he served as registrar of the land offices at Canton and Wooster, Ohio, (1814 to 24).
