The son of Hiram & Elizabeth (Bohr) Bailey, in 1860, he was a laborer living in Wiconisco Township, Dauphin County, and stood 5' 11" tall with light hair and gray eyes.

A Civil War veteran, he enlisted and mustered into federal service at Harrisburg April 26, 1861, as a private with Co. F, 10th Pennsylvania Infantry, and honorably discharged with his company July 31, 1861. He then enlisted in Lykens, Dauphin County, September 14, 1861, mustered into federal service at Harrisburg October 7 as a private with Co. B, 9th Pennsylvania Cavalry (92nd Pa) and honorably discharged at term's end December 10, 1864.
