Noel was one of four children born to Laura Ann (nee Adams) and Enos Alexander McPherson. Born in Missouri, the family moved to Mineral WA sometime before 1916 when he married Ida Taylor. (Ida was the sister of his brother-in-law, Robert Taylor.)

There was a considerable amount of moving in their marriage. They married in Mineral in 1916. Their first two children were born there. Their third child was born in Missouri in 1923. By 1930, they were back in Washington. They lived in Malone (Grays Harbor County) in 1930, Selah (Yakima County) by 1935 and Seattle (King County) by 1948.

Noel held various jobs throughout his life. He started as a log scaler in Malone and then became a truck driver. Sometime before 1942, he got a job at the Puget Sound Naval Shipyard in Bremerton as a supply clerk. In 1950, his occupation is shown as 'scaling tanks' at PSNS.
