Daughter of Union General Smith Dykins Atkins of Illinois and his wife, Eleanor Hope Swain of Chapel Hill, North Carolina. On her mother's side she was a granddaughter of N.C. Governor David Swain and a descendant of N.C. Governor and Revolutionary War Officer Richard Caswell.
She married twice. Her first marriage was prior to 1900 to John Loos. Upon the breakup of that marriage, her children Susie, Smith and Jenness took the surname Atkins at the request of her father, General Atkins. The 1910 Census lists her children by her first marriage, and their surname is listed as Atkins.
Rackley was her married surname from her second marriage. She married John Rackley before 1910. She had two children by her second marriage, Margaret and David. By the time of the 1920 Census she is a widow.
