Eli was born the son of Bolling Richards and Mary P. Delancy in Franklin County Virginia.

Eli served the CSA in the Civil War, entering 8 July 1861 at Pig Point, Nansemond County as a private Company "C", 57th Virginia Infantry. He was promoted to sergeant 22 November 1861. He was hospitalized 16 May 1864 at Chimborazo Hospital, Richmond and furloughed from June to 15 August 1864. He deserted to the enemy 26 September 1864 and took the oath of allegiance to the Union 15 October 1864.

Eli married Naomi V. Sigmon, daughter of Peter and Mary Sigmon, on January 17 1867 in Franklin Co VA. They lived in Blackwater District.
